CEL at 7k

I have a b20b swapped integra and whenever i go over 7k rpm my cel comes on. It has a p28 chipped ecu. They guy i bought it from claimed it was tuned. At work we hook a code reader to it but it wouldn't pull anything and im thinking the obd port isn't connected properly. Any ideas what it could be?

Your probably scanning it with an OBD2 scanner and its a chipped Ecu which means its OBD1. Jump the service connector and count the flashing CEL lights the old fashioned way or get an OBD1 scanner. Can't troubleshoot much further without the code or something to diagnose.

you need to jump the diagnostic port next to the ecu i think only 94-97 have that port

I cannot find the diagnostic port anywhere around the ecu. Could whoever installed it have put it somewhere else?
