1995 LS B18B1 Idle surging when cold

I've bet this has been asked many times and I've searched through clubcivic, I searched a bit on here, and I Google'd it but I haven't found much. I'm looking at aa car I'm almost set on buying. Its a 95 LS and the only problem that's been making me iffy on getting is the fact tthat when cold, the engine would surge up and down until the engine warmed up. I am confused because I don't know B-series engines at all, I've only dealt with D's in my civics. The engine only does this when cold as described by the owner. Trying to figure this out before I buy it.

Thanks, I figured it was the FITV because that's what it was on my civic but I wasn't sure if it was the same for b-series.

Dylan is probably right, but check over your vacuum lines as well...

You could delete the FITV as well, either buying or making a blockoff plate and swapping the coolant lines around.
