It's called an LS/VTEC engine, it's a pretty popular modification. Putting any VTEC head onto a non-VTEC block is an LS/VTEC engine. It's done because it's a little cheaper than buying an actual VTEC engine, and you gain a little displacement over the VTEC engines.

Yes, they're better, that's why people do the mod. They can flow more air, and they use the VTEC cams system of course.

Search LS/VTEC and you'll find a ton of threads on the subject. It's been talked about endlessly.
