Pcv valve/rpm question

There is only one hose connected to the pcv valve correct?? I am asking since I went to change it, the old pcv valve and grommet crumbled apart when I tried removing them. Now I have the one hose connected to the valve but no grommet (yet) is that the correct set up: hose to valve to grommet??

With the new pcv valve, idle rpm went from around 2000 to 600 -700 rpm, is that normal idle rpm??

bottom of PCV connects to breather box on the block. The top of the PCV connects to the intake manifold. If the top hose is unhooked that creates a vac leak causing high idle rpm. 800-900 rpm is normal idle rpm.
