93 GS-R - Wipers, Blower, Rear Defrost, etc All Stopped Working

Hi Integra experts. I'm hoping one of you can help me diagnose an electrical issue in my 1993 GS-R.

Over the course of one week, my blower motor, wipers, rear defrost, cigarette lighter etc. have all stopped working. The car still runs fine, but living near Seattle means a car is pretty much useless this time of year without defrost and wipers.

I popped the cover off the engine fuse box and confirmed there is power to the bus, including to the wiper fuse. I wondered if there is a common ground for some of these things, but that seems unlikely. I've also read there is something called an "ICU" that controls multiple electrical items, but I have no idea how to troubleshoot this.

If anyone has an idea what might be going on, I'd love to hear your thoughts.

The ICU is located behind the fuse box on the drivers side you have to remove the trim and unbolt the fuse box and then on the back side the ICU is clipped in and has capacitors in it that fail and leak and fry the electronics.
