Front lights stuck up

I recently became a proud owner of a 1988 Acura Integra. The coolest part of the car is the flip up headlights by far. I recently accidentally turned off the car while the headlights were up. When I turned the car back on, the headlights wouldn't retract. The motors work fine and the fuses have not blown but the lights refuse to retract. The only way I can keep them retracted is to pull out the fuse and manually lower them. As soon as the fuse is returned, the lights immediately flip up and won't go back down. How do I fix this problem? Is it the internal computer? Or is it the switch on the steering column?

Sorry for the late reply, but I fixed mine by opening up the headlight push button that pops up the lights without turning them on. I cleaned the electrical contacts inside and reinstalled it. The lights worked just fine after that. My lights were always up before I fixed it.
