1 Gen Integra Fuel Delivery Problems

New to this forum... I am having issues with my recently acquired 88 Integra. The person I bought it from said that it was starting up just fine before and when I went to drive it home, it wouldn't start. The engine cranks, but will not start. I have replaced the fuel pump and the main relay, but it still won't start. I'm not sure if it is a block in the fuel line because every time I try starting it there is very little fuel in the fuel filter. It could be electrical too, because I don't hear the new fuel pump when I turn the key. There are no leaks that I can see, I have checked spark to the engine, and the distributor is good. Any help with this would be greatly appreciated!

check for 12v at the fuel pump connector with the ignition on.
check engine compression in case you have mechanical issues
how do the spark plugs look?
you can buy a fuel pressure gauge for the fuel filter banjo fitting that would answer most of your questions.
How does the cap and rotor look inside the distributor?
