Default No fuel pressure(symptoms of bad fuel relay)

I have had symptoms lately of a bad fuel main relay. When I try to initially start the car, I get no fuel pressure therefore the car won't crank. And then I hear a click from the relay and instantly I get fuel pressure and the car starts. When I have no fuel pressure, the c/e light will not go off and as soon as it does, I get fuel pressure. All of this sounds like a bad fuel main relay right? Well, I went to O'Reilly's and bought a brand new relay from them and had the same thing occur when I plugged it in. Obviously it's the relay that is not working correctly(I doubt the one from o'reilly's was bad) so is there anything that can affect how the main relay works? Thanks

it could be bad, it's happened to a buddy of mine with alternators 3 alternators later he was good to go lol
