I would sleeve but I spent too much on the last one and just wanted to go with a stock bore on this build. Last one was sleeved by this guy: ;p

It was a free one from someone who is doing work for me but what is that outside layer called/made of? And the bore just has dust in it it's been in a shop for a long time... should look better after it gets a hone down it once or twice

So I feel dumb asking but idk... how bad are these chips on the outside of the sleeve and what causes it.
