I don't know much about the b16 or its ecu's. There might be error codes due to sensors like knock and crank to name some. But I don't know for sure. It should start and run, but it won't be right. Obd2 p72 ecu isn't much at all 80 or less? You should definitely have the correct ecu .

Ideally you would want a obd2 p72 and convert back to obd2. You can find out what year the motor is on the head, above the header heatshield and below the valve cover. Googling will help Edit. You can not smog a obd2 car as a obd1

I have a oem 94-99 GSR header but need a ls header (length). There is zero local around me. I can buy the LS A pipe online but need to know if it would bolt up to the GSR manifold?

Take the trunk mat out and sell it separately. Those go for a good amount over here in California

The surging could be a vacuum leak or possibly you didnt burp the coolant system enough after cleaning the IACV and FITV Any smell of fuel? Do you have any stored trouble codes?

IACV = idle air control valve FITV = fast idle thermo valve

Try cleaning the IACV and FITV and while your there on the intake manifold, clean the throttle body. After all that set your idle correctly using the factory method and set your ignition timing when your car is warmed up to operating temp
