91 Integra Coil procedure?

My Integra wont start; I have done the following:

Battery is good...

Spark plugs and wires are less than 6 mo old.

New distributor.

Checked all the fuses and all are good, unless theres more fuses beside the ones in the driver side next to the break pedal.

Starting fluid and no luck.

Unless I'm missing something, the next thing will be to check the coil, but I cant find a procedure for this one...

I follow the procedure, coil resistance tested ok.

However, the output to ICM test was a failure, I have a reading of .4 on both wires...

New coil.
