need help knowing if my head is rebuilt

I have a b18a1 in my 90 integra and the cylinder head has a PR4 stamp on the outside of the head and PR3 stamped on the cam gears. Logically I'd think if you have a head that is a PR4 code, it would have matching codes on everything including the cams and cam gears. So would it be considered rebuilt or just factory?
