What's next?

So my mostly stock 91' has only a plastic intake and driving lights. I was thinking about getting headers, a magnaflow cat, and an exhaust, but that one piece at a time and put it together only when I have those three. So other than that, what other performance part should I get? I was also wondering what is better to get, a strut bar or a sway bar (i want both, just wondering which one is better to get first)

strut bars are easier to install than a sway bar and is a good start point there...

Intake then header would be next. Make sure the header is California Legal.
