Good place to take car in for work in the Portland area?

I have gone through and replaced my battery, battery leads, dizzy, under the hood fuse box, checked my grounds, pulled the alt and had it checked. I have even gone through youtube and done a test to determine if there is a short came up that there was one. The only code that I am popping up with is P1298 ELD high voltage. I am a full time collage student, and have a job. I do not have the time to rip into my car and find the problem.

I have also tried my other ECU's that I have I know that that isn't the issue.
