Painting Side Skirts & Mud Flaps

Hey guys I want to paint the original side skirts because I have a white integra, but the skirts are black. I also want to paint the side mud flaps. They seem like they are made of the same material.

Where should I start? I made this post because due to the material, it is not the same process as painting a car.

its close enough to the same to paint, just sand, base coat, paint, and clear.
mud flaps will look better unpainted and i dont believe they are the same as the skirts

What kind of paint should i use though?
Car paint, plastics paint, etc.
Brands, recommendations?

My car is white btw
