still leaking....

So when it rains, my car leaks drops of water from the air blower cabin on the passenger side. So far I took out the window cowl and dump a whole coolent container with water(no coolant) and the water drains out fine, no clogged drain channels or over flow. Now it only leaks when water gets into the air box vent that has the outside air come in the inside of the car. I put silicone around that part and electrical tape on the window cowl and weather stripping. still is dripping. Do you guys have any idea's? the seals have gone bad on the air blower cabin? or it has to be from the outside seals, cuz it only leaks when water gets in that outside air vent.

some times the little seal underneath the passenger side carpet dry rots and water gets in through that way, check that area too. it may be coverd by the sound deadening material but it still gets through.
