Id highly suggest getting a can of etching primer to put on the bumper. This is because when you paint plastic since it flexes so much while driving and expands and contracts based on temperature its hard to get the regular primer and paint to stick. The etching primer actually has a acid in it...

***** if you take it down to bare metal youll need to use two different primers!!! The first will be a etching primer that helps everything adhere to the metal. Then ur regular primer, color,then clear

Well first of are planning on putting primer on first?? If so id use 180 or youll be sanding for ever. Using this paper is no problem if ur going to primer it. After you primer it get a cheap can of spray paint and spray i real fine mist over the primer then wet sand that with 800 grit. Do this...

Did you check all your grounds you mite have a loose one thats not letting you start your car i had the same problem with mine.
