2nd Gen integra problems

My 1990 integra has a problem that i have yet to identify. whats going on with it so far is, i checked out my distributor, saw it needed to be replaced, got a new distributor, cap, and rotor. also replaced the spark plugs and wires, but the problem of it not reving over 3000RPM still consists, and i have no clue what to look for except maybe bad fuel injectors. i also checked the ecu to see what code its throwing, and it is code 4, but i dont know if i can trust it due to an electrical problem i'v been facing ever since it got broken into. what could this be?

What is a Code 4?
Your ECU has put the car in "limp mode", which put a rev limit of 3K on the engine to protect it from being further damaged by whatever's wrong with it. I had a 1990 Civic LX that was in limp mode because it needed a new distributor, but I see you already replaced that.
Go ahead and replace the injectors if you think that may be the problem, their really cheap anyway so why not.
