I can see suggesting a GSR because you are going to have to spend some money to get to 8k. Or you could just buy the engine that all ready revs safely to 8k. I personally would worry about getting to your horsepower goal over an rpm goal. Typically higher revving engines lack torque.

my ls made power up top cause i had cams and i ported the head at work and just put all new gaskets and rings and a tune using crome i made 172 whp with a dc header and 2.5 strait pipe

tunes make more horsepower, even if you are stock. honda tunes the cars for reliability not power. its a good way to make a few more horses.
