You have to actually push against the adjuster until it is tight and then tighten the screw for the adjuster. It is a manual adjuster, it doesn't just set itself to the correct tension when you tighten it. If you are still having issues just PM me and I can help you further, I have done many timing belts over the years on this type of engine.

If you can hear the belt slapping on the valve cover, it makes me think that it's too loose to actually be keeping the gears lined up right. Is it a new belt? If it's not new, make sure you replace it. Always good to replace them when you can. When I put mine on, there wasn't really even enough play to make it that loose. I had to pull the tensioner down to slip the belt on.

the belt is good. last night removed and retimed the cams and crank, the belt was a bitch to get on. after an hour of fighting i finally got it on. i did that counterclock rotation 4 to 6 times i read all over online. so after all that, i started it, run it for a minute or so and the shut it down. i checked the timing and everything was fine. i cant figure out that damn tapping noise. any ideas??

so tighten the tentioner, turn the crank counter a few times then loosen the tentioner? ill give it a try. what about the bogging? im thinking plugs. when i drive it, its fine, but at an idle it starts making noise again with the belt. its only when its not moving.
