98 Integra Gauges & Taillights Not Working

So I have been trying to figure out this deal tonight. Out of no where when i turn my headlights on neither my gauges nor my tai lights light up. With my tail lights they light up when i brake only. Everything was working fine this morning when i went to work at 6am. I have looked up other posts and with others it seems to be a bad/blown fuse but it seems my problem runs deeper than that. I checked all necessary fuses and they are fine, i even replaced them with brand new ones and this still hasnt fixed the problem. Is there by any chance a bad circuit? If so which one and where can i find it?

Check your bulbs and sockets at the tail lights. And inspect them. I've seen them break on the inside causing this same exact problem.
