auto trans no 3-4 when cold

i have a 90 automatic integra that is having a hard time getting out of 2nd when its cold, once it warms up it will shift through all the gears and randomly down shift at times any ideas on what the problem could be, ive done 2 trans flushes with honda trans fluid and a quick drain and fill on it.

I was wonding if anybody knew why, i know to let it warm up that part isnt hard to figure out, i want to be able to just get in and drive if im runing late or need to get some where fast and dont have time to let it warm up.
