Bad thermostat?

Car starts and runs fine. Temp gauge stays at normal temp. Top radiator hose very hot as well as cap. However bottom hose is cool. Engine seems fine according to the temp gauge just seems to be getting too hot on the block. Fan didn't come on. Wired up a toggle switch. But still doesn't seem like its circulating. Please help

Update

Drained radiator. Changed thermostat. Filled radiator again let run. Had heater on but wasn't getting hot. Maybe not getting to the heater core possibly?! Had heat before I drained it. Air in the system? What would be the problem? Water in upper an lower horses. You can see it bubbling which means its flowing correct? Yes I installed thermostat and gasket the correct way lol
