It's either one the belt is really dry. To help that spray some belt lube on it. BE AWARE this will make the belt dryer when the lube goes away and will make it break faster. If this does help the aquealing you need a new belt.
If that doesn't help then your pulley bearing is squealling. Pull the belt, pull the pulley, throw in a new bearing and voila fixed.
