Compression Test Results JDM B18c"R"

I've had a serious lack of performance and starting issues with this motor ever since I dropped it in. I'm hoping someone here can help me make sense of my compression test results because I'm not even sure what these numbers mean to be honest.

This was on a somewhat-cold test. Any ideas would be helpful.
