last year put down 164 whp. but over winter milled head .025 and ported head but picked up 7ft/lbs of tourqe but lost hp kinda disappointed

That 70mm TB is hurting you, it's way too big. Drop that down to the 60-62mm range with a portmatched IM, you'll be golden.
What size exhaust are you running?
What's your compression?
What's the duration/lift of those Crowers?

Yea Tegsox is right that throttle bodie is messing you up, take a micrometer and measure the opening on your intake manifold, that should be the size throttle bodie you go with.
