where is a good place to get hondata, chrome or neptune
and which one of the three would be the best?

From the three I think i would go with hondata. I've heard nothing but good things about it, second would be neptune.

hondata.com has a list of dealers near your, crome and neptune you can download of the web. I think they have all the same capabilities.

I would go with crome. It's free and is just as good as the s200. If your tuner has crome pro use that.
