engine running sluggish

I have a 95 integra LS automatic. My car has been running sluggish, I ran the codes cuz the check engine light came on and shut off and it flashed 1) Oxygen content. I put in new spark plugs, wires, O2 sensor for the downstream. The only next think I can think of is to change the distibutor cap& rotor or the CAT. Does anyone have this problem or suggestions?

I don't think its the fuel relay cuz I never have a problem starting my car up and my cuz has even had to take it out of my car to put in his hatch so that he could make sure that's what was wrong with his car.
