Failed smog dumping raw fuel

I went to get a pre test from a friend and it failed he said that the car is dumping raw fuel out the tailpipe. Any help/ suggestions would be greatly appreciated. Car is a 91 teggy

lol raw fuel out the exhaust.
that's condensation that drips out of the exhaust.

It wouldn't even run if it was flooded so much that fuel would come out the exhaust and past the catalytic converter.

Unless you have a rotary engine you shouldn't get any raw fuel entering the exhaust system. Bad O2 sensors will cause the car to run rich and more unburnt fuel will be mixed in with the exhaust gasses.

do you have the numbers? High NOx or High hydro carbons?

No numbers cuz all he did was a pre test but taking it to another shop to have it smoged to get the numbers.

Do you have black soot/dust up and around your tail pipe? If it's "dumping" gas, it should be pretty obvious, including black smoke. Do you have any check-engine lights on? Any other issues?

Its beyond obvious, its physically impossible for liquid gasoline to leave the cylinder unburnt and build up in the exhaust that its dripping out the exhaust vs evaporating in the heated exhausted flow. That would mean that it was so much fuel it wouldn't even run. Your friend may not be the brightest of mechanics.
