Fuel pressure question

I just want to be sure I think I've pin pointed the issue to the fuel pressure regulator but I still want another opinion about it.
Well I have a 97 civic with a b18c1 swap. When ever I sit at idle the gas gauge reads one thing but as soon as I pull off and get up past 2k rpm the gauge will raise about 2 notches. I think its the fuel pressure regulator but what do you guys think?

No, that's just the float moving in the tank.

More than likely its the float like he said but do the regulator first its easier to do.

The fuel pressure regulator has nothing to do with the fuel gauge.
