Fuel Pump Relay 91

I have had problems getting my 91 GS to start before but usually after several attempts, it would start fine. It has started and then instantly shut off as though it ran out of gas before too. Right now, if I pour some gas down the air intake side, the car will start and run for a few seconds fine. I have tried running gas through from the fuel rail and it will not start. The fuel pump is not making any noise either. Could this be the fuel pump relay causing the problem? If so, is this relay located under the dash by the steering column?

Its very easy to confirm if its the main relay or the fuel pump by simply key the ignition to on and see if there is 12v at the fuel pump harness. If there is power the pump but no pressure then the pump is bad.
