Fuse 10A (Cluster light, taillights) keeps blowing as soon as I start the car.

I have 1995 Acura Integra Sedan with 100k miles. I’ve owned it for just over 4 1/2 years and never had any electrical issues in the past. I went to start it a while back and my fuse 10a (cluster light, taillights) keeps blowing every time I start the car. All my other lights work fine even my rear blinkers. I took out my radio completely just to check and the fuses blew again. I checked the ground under my dash and it’s fine. I took out all of the bulbs and tried it and the fuse blew again. None of my taillights bulbs were blown out but it does look like there’s some water damage around the taillights from a recent hurricane the went through my normally dry town. I know the seals from the taillights in these cars are bad, I believe it’s my taillights that are the problem but I’m not in the place to waste money on unnecessary parts. I just need a second opinion on this before I spend any money.
