How much is a 99 Integra ls worth?

Thinking about buying a 99 integra ls, he's asking $5000
65k+ miles
Its flagged for recon because the previous owner changed the suspension and i live in hawaii which means you have to get a recon permit for doing that, it could cost up to 1k to get all that sorted out, but im not sure exactly what it would cost to get the permit at this point.
It has ugly euro tail lights which is a downside for me and I would have to change them right away.
But I'm wondering how much its actually worth, I personally don't think i would pay more than $3500 for it, if that.

I figured I'd offer him $2000 for it, most likely wont buy it tho, but what do you guys think a fair price would be

6k to fix an ls? The price is pretty high. If it was realy clean, stock and only 65k on it I could see around 4- 5k. One thing I've learned is pricing on these cars varies greatly depending on your area. Hell I've had a guy offer me 5k for my car and it's got almost 170k.
