i heard that if your starter is bad that it send a signal to a relay and that it will not let the fuel pump prime the motor??

Muckman is correct.. it's possible there is a problem in your ignition causing neither to get a signal... but a bad starter will not stop the fuel pump from priming.

thanks. the guy i got the car from told me that, but i guess its just my fuel pump. it doesnt make a noise when i turn the ignition to ON. i'll jus go buy a fuel pump. thanks again.

Pull the rear seat off and make sure it the fuel pump harness has 12v with the key on

You shouldn't just buy a fuel pump. 90% of the time when I see the fuel pump priming it's because of something else.
