JDM p72 chipping confusion

i just got a jdm p72-003 ecu(the square box)
according to moates this ecu uses surface mount chip and the regular usdm uses the hole thru chip

i looked at mine today and this one has holes thru as well. so im kinda confused.
although the smaller chip seems to be surface mount but i thought thats how it is on the usdm ecu as well.

its the 74HC chip that is surface mount.
