Putting a nice exhaust and a header on would be a waste of money if the OP is ultimately going to turbo it because they would both need to be replaced. I'd suggest the OP settle on a route then spend personally.

Hey i own a 1999 ls DD and am also looking to get the same power at a minimal cost. This is what my research has led me to

Intake
Header
Exhaust
Intake Manifold
High compression pistons (~11.8:1)
This setup will run you about $2500 depending on the brands you choose and about another $1000 but that depends on the mechanic you know. (I know friends who will charge $600 and assholes who will charge upwards of $2000)
This will get you around 180 whp if you're lucky

add some stage II cams and an engine tune (which would require and OBD-1 conversion, programmable chip, and a new ECU) you can easily get 200hp running on 94 octane pump gas.

ECU~$120
Cams~350
Chip and tune~$1000

Soo...about $3000 for 180whp
and $4500 for 200+hp

or you can choose a different route and just boost. stock engine good till 300hp, you wouldnt have to build it for the time being.
build your own turbo kit and tune that sucker. less than 4500 dollars.
