New Rim's and Tire's ~ Need advice~

I am getting new rims and tires for Christmas.

EDIT: Looked at wrong rims... 5 Lug not 4 like my Teggy

~ Need reply's on these Rims have no clue if there good or bad or what!

I am also getting new tire's:
- I have a pair of 14" Steelies I will bolt on during the winter with all year 1/2 used tires for the winter - Should I use these or NO?
- Should I get All season - Summer - High Preformance Summer tires?
- I have a $400 limit on the tire's

well a hig performance tire would be best but dont cheap out on them, i had Wanlli s1088 about $50 each on my summer tires and they were shit, my winter tires are quieter than those-i couldnt hear my intake @7000 rpm and it is loud then, and they were balnced correctly but i got some very heavy vibrations from them. if you have a 400 limit you might be better with all season tires
