Did you loosen the tensioner?
Put the belt on the exhaust cam gear, go down around the crank pulley, then up and around the water pump, then around the tensioner.
Pull on the belt, now near the intake cam. You may need to slide the belt towards the edge on the exhaust cam to slip it on the intake cam.
