Oil Isn't Pumping

CI BOOST FIEND
I'm in the process of putting my head back together. i have the cams off, and spark plugs out. my dad wanted to spin it over to make sure it was pumping oil. and i did but its not, i don't even know if it supposed to be though..
can any one tell me if its supposed to pump oil?
