Passenger floorboard area

On the passenger side floorboard (right where feet go) and with the carpet lifted completely up, there is about a 3" circle that is slightly raised. Does anyone know what this is for? Somehow, plain rain water is coming up thru there. I've done a lot of research/tests and this is exactly where rain water is coming up from. It's weird! Any help would be appreciated. Thanks in advance!

Wow. Well I really dont know what that would be, but you should go to a hardware store and ask what to use to fill it in if you havent already. Hopefully someone else will know here! Sorry!
