Reducing picture size

Alright so I finally got some pics of my ride on my computer. Well I sized them down by pixels to 640x480 and they are still too big. Anyone know how to size down pictures as far as KBs? The biggest they can be for the website is 97kb. Mine are in the 100s to 500s. I've tried to figure it out but I can't do it, any help?

They way i resize is when i put them online at photobucket.com. They have a picture resizer that reduces the pic by a certain percent. IDK if this will help, but it is worth a shot.

hiatus is over. i'm back!
you could also adjust the jpeg compression. although at 90%, 640x480 jpegs never go over 110k on me
