Refurbishing on Mesh wheels

I know I've been blowing up these forum with questions of how to's and what not, but I'm getting a chance to demobilize the teg for a week and put some work into it.

The wheels I have look like this

All shiny and what not, but inbetween the spoke parts there is that discoloration and I want it gone. I've read threads from Honda-tech and Clubintegra on how to wet sand and rub with rubbing alcohol and stuff like that, and ultimately cover it in a clear coat.

I want to keep the same color but just make it look better.

Can anyone
a) point me in the direction of a legitamate DIY thread on this
b) tell me more about the clear coat
c) tell me if anything i have mentioned will actually do anything to these blemishes
d) give me any pointers on how to do this if you've already done it.

Info I've found so far

To be honest, you don't even need to paint the rims. You could just polish them up and leave them as is.

Burning oil like a boss
...Have you tried cleaning them? Honestly in the pic it just looks like brake dust. Hit them with a good wheel cleaner before you start attacking them with sandpaper.

It wasn't brake dust, the paint was almost corroding off. And I decided to go with a black underside on the mesh as well

I don't have a close up of the wheels but here's what I have. For a before and after on the whole project.

Before

After

The shine pops more after being clear coated and the other part being blacked out. It was a b**** to tape off the whole thing to paint though
