speedometer isnt working and cel is on!!! Whats wrong?

I have a 1992 integra ls with original B18A1, with about 230,000 miles on it. On my way home from work tonight I notices my speedometer wasn't working and my cel light was on. I pulled over and tuned my car off and check under the hood for all the obvious sings but everything seemed fine and when I started my car the cel light was off but, after about 5 min of driving and coming to a stop it came back on and my speedomoter still wasnt working. Now the guy who had it before me did replace the tranny and the other day I noticed that 2 wires coming from the tranny had been cut and zipped tied to the front tow hook. I know that would be my obvious answere but I have had the car for a while and its never done that. Any help would be much appreciated

Worth checking what the code is for the check engine light. My guess would be something to do with the speed sensor given that your speedo doesn't work. Check that out, assuming it is manual, it is on the back side by the firewall in the trans with a larger connector.

Check to see if he forgot to put the speedo cable back in all the way. It may not have been in correctly and worked it's way out.

Ya so I found out that it was the speedo cable and it just came out but, I fixed it now so its good to go. Thanx for all the help
