Tcm code 4 (four short blinks)

First post so sorry if its not the best.

I have a 1990 integra b18b1 automatic I just bought and my s3 light is blinking, I checked my tcm for codes and got 4 short blinks ( lock up clutch doesn't engage ) what does this mean ?
Is it a solenoid / wiring problem or something internal
Someone help please
