Timing

I am in the middle of changing my head and this is what I found. I was not able to put cylinder 1 at tdc because my brother dropped something down in cylinder 4 and we can't get it out with a magnet or anything so it won't go all the way up. Is this timing off? Shouldn't both the arrows that say up point int he same direction (ie both up, both down, both 90 degrees to the right, etc.)?

Timing marks on the cam gears are the least of your worries. Don't attempt to rotate it again until you pull the head off and remove whatever got dropped into the #4 cylinder.

Who cares about the tbelt right now. You have a foreign object in the cylinder. Turn the crankshaft clockwise to back the piston down off the object and try to extract it. If you can't get it out then you'll be removing the head too.
