I am going to go out on a limb here....did you do the water pump? You might have LS water pump with GSR timing belt...If it keeps being super loose and jumping timing...

I bought the motor and the timing was not set and it was a used timing belt

The gsr has a larger sprocket. So if he has ls pump with gsr belt, theres no way itll ever tighten.

Verify its all correct parts.

Bold statement. Also, you put a new water pump, but kept old belt? Strange.

I can't speak for others, but I have never seen a stetched timing belt. The nylon typically prevents that. So the belt would break rather than stretch.
