Weird Cluster issue

I have searched and searched but couldnt find this particular issue
i have 98 integra ls,
my rpm gauge moves and so does my gas gauge when i fill up
but i have no cluster lights and the speed and tempurature gauge dont work, any ideas?
what should i check first

Make sure the plugs are all the way in

Probably be a good idea to go to a scrap yard and grab another cluster to test. You could spend a lot of time trying to fix your current one, and have it turn out to be something else. Grab another cluster, try it out, if the same issue happens, you know it's not the cluster itself and will know to look elsewhere.
