weird rust spots

Hey guys. Just got myself a 98 gsr. There are little spots where the paint has been chipped and started to rust on the hood mostly. And i was thinking about buying a new hood. I'm looking for an oem replacement in my city. But if i can't find one. I've looked online and seen carbon fiber (too expensive), duraflex, and steel. And the steel looks very similar to the factory hood and is considerably cheaper than any others i've seen.
What do you guys recommend?

You could maybe find someone on craigslist that's parting out and take theirs. Or a junk yard that pulls body parts and puts them in storage. Both would be incredibly cheaper than anything.

Have the hood refinished is that's a option. Is it bubbling rust. Or just surface rust. Pics would help
