window struggles when it rains

everytime it rains and i roll down my window for what ever reason it stutters and jumps harshly or it will go very slowly and same when i roll it back up.

all of the other times it rolls down fine only when it rains

it's gripping on the rubber window moulding when wet.

My girlfriends 2000 civic ex does this it's cause the bracket that holds the window and slids up and down is wearing out .... So the extra resistance from the rain slows it down. U can get a new motor with a new bracket to fix it
