Yay, more Honda Problems!

Ever since I bought this DA integra, I fix one thing, something else breaks.. lol, anyway.
I cleaned the throttle body and now it wont rev over 3,000 RPMS.
tried swapping the TB with another one from a running car, and still wont rev any higher. just acts like it hit the rev limiter.
It has a new distributor in it, new plugs, wires.
I checked the engine light and it flashed me a code 14.
perhaps the TB cleaner made the ecm freak out?

yep. acting like it's hitting rev limiter

figured that much out. but how do I find the problem implying there is one and fix it?

my google research tells me that code 14 points to the iacv. Reset the ECU and see if it comes back,

Alright, I cleaned out the IACV and unplugged the battery over night. It revs up just fine. but it's extremely hard to start when it's cold and keep it running. going to try and put the old throttle body back on tomorrow and see if it helps.
